The Odisha +3 Degree College Admission 2025-26 process has officially begun under Student Academic Management System (SAMS). The Higher Education Department of Odisha Government has announced the timelines, admission process and important changes as per the National Education Policy (NEP) 2020.

New Course Structure as per NEP 2020
In line with National Education Policy (NEP) 2020, the Odisha government has updated all UG programmes. The major structural changes include:
Renamed Course Labels
- The term “Honours” is now referred to as “Major”.
- General Elective (GE) papers are now called “Minor” subjects.
Course Choices Available
While filling the Common Application Form (CAF), students can select from:
- Single Major + Two Minors
- Double Major
- Three Minors
However, the selection is done only on the Major-I subject, which will determine your course placement. The remaining subjects will be allotted based on availability and preference during college-level counselling.
About Non-NEP Courses
Some of the courses do not follow the National Education Policy (NEP) 2020 structure and will appear separately while filling the CAF:
- BBA (Bachelor of Business Administration)
- BCA (Bachelor of Computer Applications)
- Integrated MBA / MCA
- 4-Year Integrated B.Ed. (B.A. B.Ed./B.Sc. B.Ed.)
- 5-Year Integrated B.A. LL.B
These are listed under a separate “Non-NEP” tab on the application portal.
Common Application Form (CAF) Guidelines
To apply for Odisha +3 Degree College Admission 2025-26:
- Visit the official site: samsodisha.gov.in
- Fill the CAF carefully using your 10th board certificate for Name, DOB, and Parent details.
- Upload Residence, Income, and Caste Certificates to be eligible for scholarships.
- If you marked your +2 result as “Appeared”, you must update your marks after CHSE declares results.

Admission Phases Explained
Admissions will take place in Phases:
Phase-I (4 Rounds):
- Round 1 & 2 – Normal admission with category reservation and weightage marks.
- Round 3 – De-reservation: Unfilled reserved seats are made open for general candidates.
- Round 4 – Waiting List Round for remaining seats.
Note: Students admitted in any Phase-I round cannot apply for Phase-II or spot admission.
Course Types: MDC, SEC, and VAC
- Admission to Multi-Disciplinary Courses (MDC), Skill Enhancement Courses (SEC), and Value-Added Courses (VAC) will be merit-based at the college level
- No weightage or reservation applicable
- Process handled post-admission via SAMS
Multiple Entry-Exit System Enabled
- 1 Year = Certificate
- 2 Years = Diploma
- 3 Years = Degree
Offers flexibility for students to exit and rejoin as per NEP guidelines.
Weightage for Sports Certificates
- Only sports certificates from +2 or equivalent level are valid
- School-level sports certificates (10th or below) are not accepted
Important Instructions for Applicants
- Choose one of the seat options: Freeze, Float, or Slide
- Ignoring this step means seat rejection
- Read the Common Prospectus (CP) carefully before filling the CAF
