Eligibility
Candidates must meet the educational qualification and GATE score requirements for the engineering branch they select. The required degree or AMIE qualification must be held by the date of application.
Educational qualification
- AEE (Civil): A degree in Civil Engineering from a university or institution recognised by the Government, or the relevant Associate Membership of the Institution of Engineers (India) qualification in Civil Engineering.
- AEE (Mechanical): A degree in Mechanical Engineering or the relevant AMIE qualification in Mechanical Engineering.
- GATE requirement: A valid GATE score in the corresponding engineering branch from 2024, 2025 or 2026 is required.
Only a QR-coded GATE score card is accepted; a GATE mark sheet is not accepted. The score must meet the qualifying mark for the candidate’s category. If a candidate has score cards from more than one eligible year, only one may be submitted for consideration.
Odia language requirement
Candidates must be able to read, write and speak Odia. The notice lists acceptable ways to establish this requirement, including passing a recognised school examination with Odia as a language subject or passing the prescribed Odia test.
If Odia is not shown on the candidate’s HSC certificate, the required certificate from the Headmaster or Principal, or the prescribed Odia Test Pass Certificate, must be provided before the application deadline. OPSC may also assess Odia language ability during the interview.
Candidates must be Indian citizens and meet the other conditions in the advertisement. Government employees may apply if eligible, but they must inform their head of office in writing and produce a No Objection Certificate at document verification.
Age Limit
The general age limit is 21 to 42 years as on 01 January 2026. Candidates should have been born between 02 January 1984 and 01 January 2005, inclusive. The date of birth recorded in the HSC or Class 10 certificate is used for age verification.
The stated upper-age relaxations are:
- 5 years for SC, ST, SEBC candidates, women and ex-servicemen.
- 10 years for persons with 40% or more permanent disability.
- A cumulative relaxation of 15 years for eligible persons with disabilities who belong to SC, ST or SEBC categories.
- Up to 45 years for qualifying Junior Engineers of the Diploma Engineers’ Service who acquired the relevant degree later, subject to a maximum of five chances.
When a candidate belongs to more than one eligible category, only one relaxation applies, except for the additional disability-related relaxation specified in the notice. Candidates should check the full advertisement for the applicable conditions.
Salary and Benefits
The Assistant Executive Engineer posts carry Level-12, Cell-1 of the pay matrix under the Odisha Revised Scales of Pay Rules, 2017 (ORSP Rules, 2017). Dearness allowance and other allowances are payable as sanctioned by the Government of Odisha.
The notice specifies a probation period of two years from the date of joining. Selected candidates are covered by the contributory National Pension System (NPS) under the applicable Odisha rules, and submission of the NPS application at joining is mandatory.
Selected candidates must also undergo a medical examination by a Medical Board before appointment. The notice states that this health requirement does not apply to candidates with disabilities.

How to Apply
Eligible candidates should submit their applications through the OPSC online recruitment portal during the application window. The deadline is 11 November 2026 at 5:00 PM.
- Visit the official OPSC website at https://www.opsc.gov.in/ and read Advertisement No. 13 of 2026–27 and the application instructions.
- Open the online application facility and complete the registration and application process between 22 October and 11 November 2026.
- Enter personal, educational and other required information accurately. For Civil Engineering applicants, select the order of preference for Water Resources, Works, and Housing and Urban Development. The submitted preference cannot be changed.
- Upload a recent passport-size photograph, full signature and left-hand thumb impression in the prescribed format.
- Upload the required documents, including the HSC certificate, engineering degree or AMIE documents, marksheets, QR-coded GATE score card and applicable certificates for Odia language, category, disability or other claims.
- Submit the application and note the Permanent Public Service Account Number (PPSAN) assigned by the system.
- Print the registration details and final application, sign the declaration, and keep them with copies of the supporting certificates for submission when required.
The notice states that there is no edit facility after submission. If a correction is required, the candidate must cancel the application and submit a new one before the closing deadline. Candidates should ensure that their uploaded documents are clear and that all required certificates are issued by the date of application.
The application fee is not applicable. The recruitment uses GATE scores and an interview rather than a separate OPSC written examination.
Selection Process
Selection is based on the candidate’s eligible GATE score, document verification and interview. The notice does not prescribe a separate written examination conducted by OPSC for this recruitment.
- Document verification: OPSC checks the GATE score card, educational qualifications, eligibility and reservation claims. Candidates are considered category-wise in GATE score order.
- Interview shortlisting: After verification, approximately twice the number of advertised vacancies in each category, with a minimum of five candidates, may be shortlisted for interview based on GATE scores.
- Interview: The interview carries 10% of the total selection weightage. Odia language ability may also be assessed at this stage.
- Final merit list: The GATE score carries 90% weightage and the interview carries 10%. The final list is prepared according to the advertised vacancies in each category.
Being called for document verification does not guarantee selection. Candidates should keep their original certificates and other supporting records available for verification. The Commission may publish the relevant GATE and interview marks after the result.
